Government Contracts Manager -

Manages complex prime contracts / subcontracts in support of the Military Line of Business to include U.S. Army, Navy, Air Force, Special Operations, Foreign Military Sales, et al. Manages complex contractual and proposal activities for Department of Defense and Department of Homeland Security.

Primary Responsibilities:

  1. Preparing Proposal Responses /Contract Negotiation (35%)
  • Manages preparation of proposal responses in line with Quality Gate process

  • Review /provide recommendations on contract terms & conditions (to include FAR/DFAR review and analysis via EXCEL). Obtain approvals as required.

  • Respond to general proposal questions

  • Prepare/submit timely proposals

  • Perform contract negotiations with the customer, and supports Contracts leadership during higher level negotiations and contract definition. Obtain approvals as required

  • Identify and resolve contract and proposal issues, bid strategy, risk areas, and implications of emerging contractual issues.

  1. Description: Contract Management ( 30%)
  • Draft agreements (teaming agreements, consulting agreements, NDAs (inclusive of multi-party), proposals, purchase orders, contracts and subcontracts. Obtain approvals as required.

  • Review contracts, subcontracts, modifications, bids, and invoices for content and accuracy; etc. and obtains approvals as required

  • Oversee changes to requirements, scope or schedule are addressed with the customer and handled through contract modifications and documented through SAP Contracts to Cash and communicated through Contract Financial Brief to the team.

  • Oversee contract/subcontract inspections/audits Generate and maintain contract documentation and obtains approvals as required

  1. Record Keeping & Reporting (25%)
  • Manage accurate/complete contractual documentation in contracts database.

  • Provide timely reporting of requested/contracted information to include among others, Small Business Plans, Contractor Manpower Reports, Spend Plans, IMS Reporting and CPAR responses.

  1. General Contracts and Program Management Support (10%)
  • Prepare, write, and review program correspondence (contracts, finance, logistics, engineering, proposal administration) for management review/approval prior to submission to the customer. Coordinate meetings, agendas, and minutes for business involving contracts or contract related issues.

  • Interact daily and effectively communicate with program leadership, program managers, government personnel, prime contractors, and subcontractors on a variety of contract and subcontract issues.

  • Perform other contracts related duties as need to support the program and/or business as directed by the Sr. Director, Government Contracts

Qualified Experience / Skills / Training:


  • BS/BA Degree in an associated discipline required (or equivalent in experience and education).



  • Experienced U.S. Government Contracts Professional with 10-12 years of experience within either Government or Private industry with an emphasis in contract negotiation, placement and management.

  • Experience working on proposals for U.S. Government requirements; have hands on experience in pricing costs, time & materials and fixed price type contracts.



  • NCMA Certification or Government Equivalent.

Knowledge, Skills, Demonstrated Capabilities:


  • Subject Matter Expert to include areas such as, but not limited to the following: contract modifications, contract compliance, contract requirements, contract changes, proposal preparation, Non-Disclosure Agreements, and contract negotiations.

  • Demonstrated knowledge of the FAR and DFARS and a solid understanding of DOD , DHS and GSA contracting methods.

  • Familiarity with the U.S. Government proposal review processes, and cost-allow ability and auditing.

  • In-depth knowledge of FAR Part 12 - Acquisition of Commercial Items policies and procedures, as well as FAR Part 15 Contracting by Negotiations

  • Ability to multi-task .

  • Team player, willing to go the extra mile to assure that projects are completed accurately and in a timely manner.

  • A high level of integrity is essential as well as an understanding of the importance of protecting the interests of the company while also assuring customer satisfaction.


  • An understanding of US Government Business Systems (Accounting, Billing, Cost Estimating, Property, Purchasing, Material Management and Accounting System (MMAS), Earned Value Management (EVM)) and the impacts that cost and schedule have on a Program.

Communication Skills (Spoken, Written, Influencing, Proficiency in Other Languages):

  • Excellent internal and external communication skills and ability to write executive level letters, presentations, documents.

Technical Systems Proficiency:

  • Internal and commercial systems proficiency required for the position. Ex: Microsoft Office Suite (including WORD, EXCEL PowerP oint), SharePoint, Project Management Systems, SAP(can be learned).

Travel Required:

  • 25% Domestic and possible International

Decision Making, Complexity:

As a person with delegated authority to sign business and contractual documents obligating Airbus Helicopters, Inc. funds, this person must have the business acumen and contract knowledge to make appropriate decisions prior to signing these documents.

Organizational information:

Reports to the Sr. Manager, Government Contracts.

Responsible for assisting in budget creation and execution, and responsible for contract and financial management for all Programs assigned.

Nature of Contacts:

Involved, negotiation type communication on a daily basis with internal and external parties
