*Summary and Purpose *
Our organization is seeking a highly qualified Engineer II to be member our Houston, Texas team. Reporting to the Manager of Measurement, the primary purpose of the Engineer is to support the Atlantic-Gulf Operating Area by effectively and efficiently resolving Hydrocarbon Measurement, Sampling, and Testing Functional Issues for field technicians, measurement analyst, and internal/external customers.
Essential Duties and Responsibilities
Serve as key point of contact to for new projects, as well as, help resolve Hydrocarbon Measurement, Sampling, and testing issues within the Atlantic Gulf operating area.
Partner with Engineering Groups throughout the entire life cycle of new projects -specifications, design, fabrication, installation and startup & commissioning.
Visit on-shore and off-shore assets to assess measurement and testing equipment installation, configuration, operations, and overall potential impact on allocation accuracy.
Provide thorough and detailed reports based on findings of investigations and action plans to resolve production allocation imbalances and/or quality discrepancies.
Serve as change agent to drive the "One Williams Measurement" program, which standardizes processes and procedures related to measurement, testing equipment, service, installation, data capture, etc.…
Provide QA/QC process by conducting on-site visits to odorant supplier facilities to ensure quantity and quality methods used during the loading process are consistent with Williams’s standard process and procedures.
Support internal/external customers by reviewing agreements to ensure all measurement and volume reporting provisions are in compliance with Williams’ and API/AGA standards.
Train field technicians in new processes and procedures, which will involve "management of change" activities.
Confirm receipt at each Williams’s operations locations and reconcile delivery data with odorant deliveries, receipts, and PO.
Speak with all stakeholders to diagnose problems, evaluate equipment, and implement resolutions
Work with field technicians and measurement analyst to investigate volumetric imbalances and quality discrepancies between Williams and all effected parties.
Maintain consultative relationships with Williams’ internal groups (Operations, Engineering, Customer Service, Etc...) by providing efficient equipment assessments, operational process reviews, site visits, etc...
Bachelor’s Degree in Engineering
Minimum of two (2) years’ experience with Hydrocarbon Measurement and Testing Equipment Design, Installation, Operations, and Reporting.
Ability to demonstrate a thorough knowledge of Hydrocarbon Production / Pipeline Allocation Methodology, the Regulatory Requirements and related Commercial Agreements.
Strong Mechanical and Electrical skills related to Hydrocarbon Measurement and Testing
Ability to effectively communicate both verbally and in writing to other individuals, teams, customers, and stakeholders of the business
Possess an advanced knowledge level of Microsoft Office Applications (Word, Excel, Outlook, and PowerPoint), with the ability to learn other company specific applications
Ability to influence stakeholders, provide a sense of urgency, be well organized, and possess a strong attention to detail mentality
Previously performed Engineering functions on capital projects
Thorough knowledge of Commercial Agreements related to Allocations and Interconnects
Three (3) to five (5) years’ experience with Hydrocarbon Measurement and Testing Equipment Design, Installation, Operations, and Reporting.
