POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Performs and/or supervises the performance of planning and scheduling of maintenance activities and/or construction management activities related to wastewater treatment plants, lift stations, and related facilities. Prepares maintenance and operations support services contracts and manages contracts for compliance. Reviews, approves and tracks operational support service contract work orders, maintains records and provides input for departmental decision making and planning. Initiates and leads contract renewal process as needed. Provides feedback to Wastewater Operation Branch's capital improvement planning process regarding rehabilitation/replacement and design issues. Interfaces with other branches, divisions and/or departments and outside agencies on projects. Responds to complaints or inquiries from citizens, City officials or outside agencies. Represents the department at conferences and meetings. Serves as liaison between City personnel and contractors, consultants or testing laboratories. Reviews, researches, analyzes and prepares various records, reports and letters, interoffice memoranda. Conducts field studies and inspections as required. Researches and responds to inquiries and requests by Council Liaisons. Analyzes treatment plant operations and maintenance activities with a focus towards improving the operational efficiencies, energy conservation, and compliance with TCEQ's requirements.

WORKING CONDITIONS

This position is generally physically comfortable. The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.

This is a Department of Public Works & Engineering Emergency Management position at the Tier I Level.

MINIMUM REQUIREMENTS

MINIMUM EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Civil Engineering, Business Administration, Physical Sciences or a closely related field.

MINIMUM EXPERIENCE REQUIREMENTS

Four (4) years of experience in construction, construction inspection, design, geotechnical, environmental, electrical, instrumentation or closely related field are required. Directly related professional experience may be substituted for education requirement on a year-for-year basis.

MINIMUM LICENSE REQUIREMENTS

Requires a valid Texas driver's license and compliance with the City of Houston policy on driving (AP 2-2).

PREFERENCES

Preference will be given to applicants with wastewater, contract administration, computerized database management experience and advanced skills in Microsoft Excel.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
