Job Description

The Real Estate Asset Protection Manager (RE APM) position is intended to be the single point of accountability and lead the consummate delivery of RE AP activities at US remote site locations, integrating the various disciplines through a highly collaborative environment and exhibit a single RE AP delivery platform to the businesses. This will include collaboration and developing effective working relationships with the other functions (CS, Finance, HR, IT, BID, Legal etc.).

  • Responsible for contracted third party Security Providers’ quality of service in particular the ‘Manned guarding’ EFA with incumbent and future providers.

  • Responsible for the maintenance of a high level of safety awareness and participation in safety matters to ensure that all Security Staff significantly contribute to a safe working environment.

  • To manage the implementation and maintenance of security Standard Operating Procedures (SOP) at all sites in region under RE responsibility

  • To manage or conduct risk assessments of sites, develop, execute plans and policies in order to keep security risks to “As Low as Reasonably Practicable” on Shell’s Assets under responsibility

  • Confirm to, and promote the Shell group: Code of Conduct Behavioral Imperatives, Leadership Principles and the Voluntary Principles on Security and Human Rights (VPSHR) and ensure that our security service providers do likewise.

  • Provide subject matter expert advice on security design for RE managed projects, and on occasions, business projects in cooperation with Corporate security and other Group functions

  • Deliver a comprehensive range of services including but not limited to: guidance, investigations and corrective action in response to asset security incidents and concerns identified by Shell employees, contractors, their families and 3rd parties

  • Focal point for facility HSSE&SP inspections / audits / assurance reviews specific to RE portfolio assets

  • Delivery of RE Facility Security Management support across all elements of Shells RE portfolio

  • Responsible for the review of field level Facility Security Plans and ensuring SOPs for security and emergency response are updated, accessible published and implemented across RE AP and contractor activities

  • Ensure alignment of all Security programs and activities with wider Operational and HSSE requirements

  • Co-ordinate the implementation of security technologies and programs of works across the Real Estate asset portfolio utilizing Shell Corporate Security specifications and the RE Connect Workplace Design Standards

  • Provide direct functional support to any FM or other Security Focal Points (SFP) deployed at sites

  • Maintain close engagement with the Regional Asset Protection Manager and the Global Asset Protection Manager to ensure an enterprise first approach to the delivery of operational security

In addition;

  • RE APM will be responsible to support remote site assets in: the Gulf Of Mexico (GoM), Robert Training Center, NO, College Station, TX, Washington DC, VA, Mexico City, MX, Sewickley, PA – Franklin, Spokane, WA, Denver, CO and San Diego, CA offices.

  • The RE APM will be the contract manager for US remote sites guarding contracts (Part of Enterprise Framework Agreement (EFA)).

  • Establish and maintain relationships with Corporate Security via the CSM in order to maintain country level threat awareness

  • Represent REAP and provide the interface point for REAP with local security services and external bodies such as industry groups and regulatory agencies

  • RE APM supports a region with a portfolio of opportunities/projects with a $32 million RE operating plan and estimated 8,900 employees.

Requirements

  • Must have at least three (3+) years experience of security and emergency management in complex scenarios

  • Must have experience in the development and delivery of security specific training and education sessions to diverse workgroups

  • Able to demonstrate positive outcomes where they have acted in a consultative and advisory capacity to an operational business

  • Working knowledge of risk management techniques for identifying, assessing and mitigating security and emergency response risks

  • Identify and assess the security risks to specific Shell operations e.g. by conducting security risk assessments

  • Advise management on practical and cost-effective protection measures to reduce security risks to ALARP.

  • Commercial Security risk management experience Lead / direct the implementation of approved security measures.

  • Conduct security awareness programmes commensurate with the risks.

  • Participate in inspections or audits to assess security risk management or to confirm compliance

  • Understanding of contracts and procurement and budget management procedures, KPI measurements, reporting, quality assurance & control (QA/QC), local content requirements (if applicable), contract variations, resolution of disputes, reviews, audits and close out..

  • Conducts internal and external investigations of security incidents and upon completion delivers conclusions and action plan to management and stakeholders, including third parties.

  • Analyzes the potential security risk (What is the threat/scope of incident, account for staff, etc.) during crisis team gatherings to establish the security estimate.

  • Provides Security guidance and quality assurance during crisis management exercises and drills.

  • Works together with IRM focal points to understand digital threats and understand internal Information Security policies.

  • Uncompromising on Safety, Ethics and Compliance.
