General Information

The Senior Contract-Sourcing Specialist manages contracting strategy, preparation, negotiation, execution and performance of all the contracts within their category, department, major project, or area of responsibility. Seeks and proposes improvements to all aspects of contract management, through awareness and appropriate involvement in the profession’s Body of Knowledge and related research, Best Practices in benchmarking, tools & methods to ensure the intended value from contracts is achieved and improved through the life of the contract. A commitment to continuous improvement, with respect to contractual KPI performance criteria, and the development of learning sources to enable the Supply Chain Contract-Sourcing Specialist career path. Working closely with the Category Specialists (Leads), Business Units and the SC Projects Teams, will execute the sourcing and contracting strategy and plan for a category or major project to meet requirements.

This position reports to the Manager, Supply Chain, Growth Projects. This position is an individual contributor role which may be required to act as a Functional Lead for the coordination of work/function/portfolio on a daily basis, without direct reports, but may be required to offer performance input on other less senior positions. This position may also be required to indirectly lead and influence stakeholders and peers.


  • Act as contractual “Liaison” between employees and customers, ensuring timely review and approval/reconciliation of variations;

  • Continually identify, prioritize and mitigate risks and issues related to supplier contracts and performance;

  • Provide guidance on contract matters to project managers or other operational staff, including training in contracting practices/procedures.


  • Coach business unit contract owners to drive performance and compliance of contracts;

  • Coach supply chain business unit facing/ business unit contract owners to drive performance and compliance of contracts;

  • Create award recommendation based on sourcing event and negotiations outcome;

  • Create contract documents (Schedules, etc.) for the Form of Contract;

  • Develop commercial contract strategies (e.g. pricing types, optional pricing, incentives, milestones, etc.);

  • Document and communicate to senior management all recommendations for contract award including commercial rationale;

  • Drafting, Negotiation, and Execution of all contracts and ensure executed contracts are communicated to all relevant parties;

  • Ensure all rates and agreements are appropriately administered;

  • Ensure that contract close-out requirements are achieved in a timely fashion as per contractual obligations;

  • Ensure that the agreed contract conditions are adhered to by the suppliers including supporting the rate validation process and follow up with suppliers;

  • Onboarding of contracts with suppliers, SC Contract Administrators, SC Buyers, and Project Managers;

  • Oversee the implementation of multiple master service and master material supply agreements (MSAs), Stand-Alone agreements, and all purchase orders released;

  • Serve as the point of contact for customers on contractual matters;

  • Support development of improvement plans for suppliers and execute contractual penalty clauses when necessary;

  • Support the development of contract management strategies for new assets and for strategic contracts;

  • Support the supplier performance and relationship management process, including scorecard management, driving overall value from contracts;

  • Support/manage supplier kick-offs (as required), outlining contract requirements and expectations.

  • Contribute to departmental and major project business planning;

  • Develop and implement procedures for contract management and administration. As appropriate, contribute to or influence company policies;

  • Develop and manage supplier change management and communication plans with respect to sourcing events;

  • Ensure key elements of the original category or non-category strategies are achieved via supplier performance management;

  • Ensure smooth transition to upstream teams upon conclusion of event;

  • Ensure sourcing and contracting activities are properly aligned with the expectations of the Category, Business Unit, Major Project and stakeholder groups while educating and supporting the deployment of best practices;

  • Monitor and report on Budget tracking and escalate appropriately;

  • Monitor competitive terms and customer satisfaction with our terms and conditions and contracting practices, and recommend changes where appropriate;

  • Onboard, coach, and mentor new SC Contract-Sourcing Specialists;

  • Responsible for completing critical SC activities for project turnovers and newly acquired asset integrations.


  • Actively participate and contribute information during preparation of the project/contract procurement plan/quilt;

  • Actively review scorecard metrics as it relates to the policy, processes and procedures, and work with staff to put plans in place to achieve 100% compliance, continuous improvement and enhanced services to Categories, Business Units and Major Projects;

  • Assist Projects and Business Units in the preparation and issuance of competitive sourcing and tender documents, the commercial evaluation of bids, and recommendations, as required for project teams; Bidders Conference, Clarifications/Verifications, Create and confirm bid list

  • Contribute to the creation of development plans and implement, that include mentorship and training/cross-training for Contract-Sourcing Specialists;

  • Create and manage communications to suppliers

  • Create detailed plans/strategies for negotiations and track negotiation results & savings through multiple rounds of discussions;

  • Create RF(x) packages;

  • Develop and execute strategic sourcing RF(x) events in accordance with approved category/project plans;

  • Develop evaluation criteria in alignment with category strategies and business requirements;

  • Identify and communicate market dynamics, supplier risk exposure, (e.g. SC disruption, financial risk, interdependence, etc.), cost, pricing and governance issues on a global scale, where applicable, to deliver real advantage and bring significant value Stakeholders;

  • Issue Letters of Award /Regret;

  • Issue packages to selected proponents;

  • Lead the primary and secondary sourcing process end to end providing objectivity and expertise;

  • Lead/support the negotiations with suppliers to drive value for TransCanada;

  • Leverage knowledge and provide insights based upon past sourcing events;

  • Manage all commercial matters including sourcing strategies, pre-qualifications, RF(x) development, RF(x) evaluations and negotiations, commercial contract administration for projects and claims management;

  • Manage evaluation process including commercial evaluation and stakeholder evaluation;

  • Work with cross-functional teams to lead the development of sourcing strategies from identifying needs to recommending solutions that leverage TransCanada's position in the marketplace;

  • Work with Market Intelligence and Supplier Management for ongoing identification and analysis of supply markets and the key drivers (new market entrants/exits, competitive trends, innovations, substitutions/alternatives, input cost trends) to support broader category/portfolio strategies and specific sourcing activities;

  • Work with SC Market Intelligence to conduct Individual supplier research (e.g. financial health, strengths, weaknesses, past performance, capabilities, etc.).

Support and work with:

  • Category Management and SC process and technology teams to advance SC value delivery;

  • Finance to ensure adherence to broader finance and risk requirements such as revenue recognition, pricing and discounting policies, export controls, etc. May include ‘financial engineering’ and understanding/evaluating economic impact of terms and term options;

  • Risk Management Department/Finance to coordinate contractual insurance requirements;

  • Assist in the development of skills and execution of talent management plans relevant to the SC Contract Administrator role;

  • Other tasks as required.

Qualifications and Education

Q ualifications:

  • Superior written and oral communications skills;

  • Thorough understanding of contract structure, terms and conditions and supplier performance;

  • Experience managing high value relationships with internal and external stakeholders and understanding of their objectives and needs;

  • Proven strong negotiation skills and contract management expertise.


  • A relevant University degree;

  • MBA Degree an asset;

  • 8 yrs. of Supply Chain Management experience in the development of Supply Chain Processes, specifically contracting;

  • Supply Chain designation an asset;

  • Experience in the oil and gas industry an asset;

  • Pipeline and Compressor Station construction experience is a particular asset;

  • Experience with relevant SAP modules would be a very strong asset.

  • Travel to other company locations for temporary assignments, meetings or training which would involve some overnight stays away from home, approx. 15% to 20%.
